This is Jabba the Hutt's sail barge that he used to get to the pit of Carkoon.  It uses a large repulsorlift drive to hover high above the grouns.  It's top speed is about 100 kph and it is armed with one heavy laser cannon and several small ones around the perimeter of the balcony.  The smaller ships in the foreground are skiffs that can be used to haul cargo, or in this case prisoners.
